and finish within three years from the time when the

Company might have commenced work. No company could com-

mence work until the promoters, with the assent and ap-

proval of the Government, had granted rights and privileges,

No such grant was ever made in respect of Tramways 1,2,3,4,

and 5. So the time mentioned in Section 26 has never

commenced to run.

4. The Right possessed by the Promoters

is the right to grant to any person or persons, corporation

or company, with the assent and approval of the Governor

in Council, the right to construct and maintain any one or

more of the Tramvays 1,2,3,4and 5 in accordance with the

plans deposited in the office of the Surveyor-General

before the Ordinance was passed and not otherwise, with

all or any of the privileges conferred by the Ordinance

(except the right of compulsory purchase of land which is

gone) with, under and subject to such terms and conditions

in all respect as the promoters shall think fit.

5. The right of the Governor in Countil
